Administrative Deputy Chief
Under the direction of the Chief of Police, Administrative Services is managed by Deputy Chief Wes Carta. The Administrative Deputy Chief is responsible for training, community relations, media relations, supply, records, crime scene unit, animal control, Odessa animal control shelter, research and development, as well as projects related to systems and technology.
Captain Eddie Reed
As Administrative Captain, Captain Reed oversees the operation of records, Animal Control, and the Odessa Animal Shelter. Captain Reed is also responsible for research and development, as well as projects related to systems and technology.
In addition to these duties, the captain is a Deputy Emergency Management Coordinator for the City and is part of the Emergency Management Team that plans and prepares responses for a variety of major disasters and emergencies the City of Odessa and/or Ector County may face.
Captain Matt Davidson
Training/Professional Standards Unit Captain
As Training/Professional Standards Unit Captain, Captain Davidson oversees the operation of the Training Division, Supply, Media and Community Relations, Recruiting, and Professional Standards Unit. The Training Division provides training for the entire Department, as well as the Academy for future Odessa Police Officers. Media and Community Relations is a unit set up within the Department that meets the needs of media releases, and providing information to the community.
