The Support Services Bureau is the central organization of the Department’s community based policing efforts. The bureau is commanded by Deputy Chief Don Orren.

The Community Relations Division coordinates the Department's activities and programs relating to education and interaction with the community, its citizens, organizations and youth.


In addition to the youth programs, the Community Relations Division personnel administrate programs such as Neighborhood Watch, National Night Out, Crime Prevention programs, the storefront operation, "McGruff" the Crime Dog and showing "Lil Scout". The "Lil Scout", a 1991 Suzuki Sidekick, was repainted and redesigned to resemble a miniature police car. The vehicle were seized from a drug dealer and is now being utilized in our drug prevention programs, parades and special events. This vehicle was conceived as an effort by the Odessa Police Department to bridge the gap between Odessa Police Officers and the youth in the community.
