The Finance Department strives to provide timely and accurate financial information to the citizens, Council, and the employees of the City of Odessa. The main objective is to minimize short and long-term costs of financial services by efficiently monitoring and managing City resources.

September 15, 2020 Notice

Water, sewer and solid waste rates have increased by 2.5%. The City Council also adopted a new tax rate of $0.477115 cents per $100 valuation.

Disclosure

By publicly posting the following written disclosure, the City of Odessa intends that market participants receive and use it for purposes of the independent registered municipal advisor exemption to the Securities and Exchange Commission Municipal Advisor Rule.

Independent Registered Municipal Advisor Certificate

September 15, 2016: The City of Odessa ('City') has retained an independent registered municipal advisor. The City is represented by and will rely on its municipal advisor, FirstSouthwest, a Division of Hilltop Securities Incorporated, to provide advice on proposals from financial services firms concerning the issuance of municipal securities and municipal financial products (including investments of bond proceeds and escrow investments).

The individual with primary responsibility for advising the City on such matters is George Williford, Managing Director.

This certificate may be relied upon until withdrawn by us.
