Burglary Investigation Leads to Arrest of Man with Narcotics, Stolen Property & Personal Information
Odessa Police arrested Brandon Odale Whatley, date of birth 11/11/1980, on 11-12-17 at approximately 1417 hours for Burglary of a Habitation “2nd Degree Felony”, Fraudulent Use or Possession of Identifying Information 5<10 Items “3rd Degree Felony”, and Possession of Heroin “State Jail Felony”.
On 11-12-17 at approximately 0901 hours, Odessa Police responded to the 9200 block of Hawthorne Court in reference to a burglary. Investigation revealed that an unknown subject burglarized the complainant’s residence and stole a black Coach purse containing a red smart watch, a driver’s license and a social security card.
On 11-12-17 at approximately 1417 hours, Odessa Police responded to the 1300 block of West University in reference to found property. Upon arrival, officers made contact with the complainant, who advised that they were tracking their watch, which had a GPS function on it. Officers observed a white Ford F-150 in the Dollar General parking lot.
Officers made contact with the driver of the listed vehicle, identified as Whatley. Officers observed a red smart watch sitting on the seat along with a black coach purse on the backseat floorboard. Officers also found Whatley to be in possession of a loaded syringe containing a brown watery substance, which later tested positive for heroin.
Whatley was also found to be in possession of two driver’s licenses, four social security cards and a credit card belonging to five different people. Based on the facts and circumstances presented during the investigation, Whatley was charged and arrested accordingly and transported to the ECLEC.

OPD Detectives Charge Man in Connection to Assault by Strangulation Investigation
Odessa Police arrested Juan Jose Jimenez Jr., date of birth 03/19/1980, on 11-11-17 at approximately 0140 hours for Assault by Strangulation (Family Violence) “3rd Degree Felony”. Officers responded to the 200 block of Carver in reference to a disturbance. Upon arrival, officers made contact with the 33-year-old complainant and her common-law husband, identified as Jimenez.
Investigation revealed that after a disturbance occurred between both subjects, Jimenez assaulted and choked his common-law wife, making her unable to breathe. Officers observed bodily injury on the common-law wife’s neck, arms and stomach. Based on the facts and circumstances presented during the investigation, Jimenez was charged and arrested accordingly and transported to the ECLEC.

Disturbance Call Leads to Arrest of Fugitive Wanted for Assault by Strangulation
Odessa Police arrested Keith Matthew Owen, date of birth 07/29/1987, on 11-12-17 at approximately 1930 hours with Assault by Strangulation (Warrant) “3rd Degree Felony”. Officers responded to Paradise Avenue in reference to a disturbance. Upon arrival, officers made contact with one of the involved parties, identified as Owen.
Dispatch advised that Owen had a felony warrant for assault by strangulation. Back on 9-17-17, an assault was reported to the Odessa Police Department. Investigation revealed that the assault occurred on Paradise Avenue. The 32-year-old complainant advised that she had been assaulted by her husband, identified as Owen.
Investigation revealed that while the complainant was asleep, Owen grabbed her shirt collar and pressed it hard against her throat, causing her to choke. The complainant advised that her vision began to blur and that she began to black out. OPD detectives obtained a warrant for Owen, who was eventually charged and arrested accordingly.

Bicycle Violation Leads to Arrest of Oklahoma Fugitive with Meth
Odessa Police arrested James Dale Babcock Jr., date of birth 12/14/1973, on 11-12-17 at approximately 0941 hours for Possession of Methamphetamine “State Jail Felony” and Forgery/Credit Card Abuse (Felony Warrant). Officers observed a male subject traveling northbound on a bicycle on the west side of the sidewalk.
A pedestrian stop was conducted on the male subject in the area of 5th and North County Road West. The male subject was identified as Babcock. Dispatch advised that Babcock had a felony warrant out of Oklahoma for forgery/credit card abuse. Dispatch confirmed the warrant, which was extraditable.
Officers found Babcock to be in possession of multiple syringes and a bag of methamphetamine. Based on the facts and circumstances presented during the investigation, Babcock was charged and arrested accordingly and transported to the Ector County Law Enforcement Center.
