 Mission Statement 

The Odessa Police Department is a progressive and innovative department comprised of an authorized staff of 182 sworn officers and 54 non sworn employees who serve with pride and dedication. The Chief’s Office is the command center of the Department and administrates the department’s $26 million dollar annual budget. The organization consists of the Chief’s Office, Administration and the Operations Bureau.

The Chief of Police serves as the chief administrator of the Odessa Police Department and is responsible for policy development, control, supervision, and program implementation of this Department and is accountable for the effective delivery of police services to the community. Directly under supervision of the Chief is Professional Standards, Fiscal Affairs Coordinator, Senior Administrative Assistant, Research and Grants Specialist, Personnel Specialist, Information Specialist, Analytical Specialist, Media Relations, and the Police Chaplain.

The Administrations Bureau is commanded by Deputy Chief Wes Carta with the assistance of Captain Eddie Reed. The Administrative Bureau is comprised of Firearms Unit, Training, Police Academy, Community Relations, Records Unit, Supply, Fleet Vehicles, Recruiting, and the Animal Control/Shelter. 

The Field Operations Bureau is commanded by Deputy Chief Matthew Davidson with the assistance of Captain Darryl Smith. The mission of the Field Operations Bureau is the prevention and detection of crime and the protection of life and property of all citizens. The Field Operations Unit is comprised of the Patrol Division with A, B, C, and D Shifts, S.W.A.T. Unit, Hazardous Devices Unit, Crisis Negotiations Unit, Traffic Unit, Public Resource Specialist, Vehicle Control and Telephone Response Unit.

The Special Operations Bureau is commanded by Deputy Chief Robert Doporto with the assistance of Captain Jerry Harvell. The mission of the Special Operations Bureau is the prevention and detection of crime and the protection of life and property of all citizens. The Special Operations Unit is comprised of the Criminal Investigations Division, Intelligence Division, Impact Unit, Narcotics Unit, Crime Scene Unit, and Crime Victim's Liaison.

The City of Odessa has a population of approximately 120,568. The City is divided into four sectors, Sector 1, 2, 3, and 4. Within each sector they are divided into “beats” with a total of nineteen beats.
