Rosa Quiroz is the Research and Grants Specialist, under the direct supervision of the Chief of Police. Ms. Quiroz assists with strategic planning, annual budget, as well as acquisition and administration of grants.

The Odessa Police Department currently receives five Federal and State grants including the Edward Byrne Memorial Justice Assistance Grant (JAG). The JAG grant was established to streamline justice funding and allows states, tribes, and local governments to support a broad range of activities to prevent and control crime based on their own local needs and conditions. Other grant programs, such as the Victim Assistance grant and Selective Traffic Enforcement Program (STEP) grant provide resources to serve the victims of crime and target traffic safety.
