A native Odessan, Norma was appointed City Secretary in August 1998 by the Odessa City Council, and served in the City Secretary's Office prior to her appointment. Norma started with the City of Odessa in 1991 and enjoys serving the City of Odessa and the citizens.
Norma attended Odessa College, and earned a Bachelor of Business Administration Degree from the University of Texas of the Permian Basin. She received her certification as a Texas Registered Municipal Clerk through the Texas Municipal Clerks Association (TMCA) at the University of North Texas in 2001. In January 2011, she received her designation in Certified Municipal Clerk through the International Institute of Municipal Clerks.
Norma serves on the City of Odessa employees Credit Union Board and the Odessa Arts. She served on the Texas Municipal League, representing The Texas Municipal Clerks. She served on the Texas Municipal Clerks Association (TMCA) Board from 2004 to 2014 in all officer positions. She has also served on the Blackshear Parent-Teacher Association as Treasurer. She received the 2018 Texas Municipal Clerk of the year.
